Omori released a new and final patch with a number of bug fixes, but more importantly a new fight against Snaley! In this video I show where he can be found as well his additional fights showcased.

Few things I forgot to mention in the video, I tested this on two separate files under the True route as well as the Hikikomori route and the event worked for both. The one shown in the video was off the Hikikomori with every major secret boss defeated and all content done so it should work even if you've already long 100% the game.

As far as I can tell I stalled all the battles long enough to get the dialogue he says during all of them, but let me know if there is any I might have missed! I'm not sure if there's any special dialogue or anyway he makes himself angry.
