Some PS2 Memory Card saves are copy protected. This tutorial shows the process of moving and converting RAW saves to your MemCard Pro 2.

You will need a MemCard PRO2 and an SD card with McFreeboot, ELF and OPL installed.

Powershell with Windows Key, type Powershell and run as administator
Compile with this command .\split.ps1

My original compile command error was fixed by using this command (at your own risk) Set-ExecutionPolicy -ExecutionPolicy Unrestricted -Scope CurrentUser

There is another way to take RAW saves over to a USB, but this method will not work.
