Steps:

- From the dashboard of PS4, go up to the control panel and swipe to the right until you get to settings, and open them.

- In settings, select ‘login settings’.

- Go down and select ‘login password management’.

- Now select ‘user management’.

- Click ‘create user’.

- Click ‘accept’.

- You can choose to join PSN now or not, you can tap skip if you just want to play games offline right away.

- Now choose your avatar.

- Give your user a name and select ‘confirm’.

- That user has now been created as an offline profile and you can use it to play games.

- You can now choose to link your profile with a new playstation network account so that you can play online.
