I would never reccomend this technique in a car, but it's one of the best balance tools in karting. Since karts are generally rear-brake only, lockin up up the brakes just at the end of the brake zone is one of the best ways to help the kart turn. On an ideal setup, you shouldn't need to do this, but rental karts are generally understeery with heavy parts biased to the rear of the kart. It takes a lot of precision to get right otherwise too much rotation on entry will cause you to spin or create even more understeer mid-corner.
