here are the steps to enable optimizations for windowed games in Windows 11 through graphics settings:

.Right-click on your desktop and select "Display settings" from the context menu.

.In the Display settings window, scroll down to the "Advanced display settings" section and click on it.

.Click on the "Display adapter properties for Display 1" link (replace "Display 1" with the name of your monitor if it's different).

.In the Properties window, click on the "List All Modes" button under the "Adapter" tab.

.Select the resolution and refresh rate you want to use for the game or application, and click on "OK".

.Launch the game or application and switch to windowed mode (if it's not already in windowed mode).

.Right-click on the game or application's window in the taskbar and select "Graphics settings" from the context menu.

.In the Graphics settings window, click on the "Browse" button and navigate to the location of the game or application's executable file (.exe).

.Select the file and click on "Add".

.Click on the "Options" button next to the game or application's name in the Graphics settings window.

.In the Options window, select "High performance" and click on "Save".

.Close the Graphics settings window and launch the game or application again.

Now the game or application should run more smoothly and with improved performance in windowed mode.
