The final missing person has last been seen near the Gouge so head there and clear the debris with your Pullcaster to enter the mine.
The person is heavily wounded and can’t get out by himself. Aloy comes up with the idea to flood the mine instead, so they can use the rising water to get out. The area has only one way you can go and uses the Pullcaster heavily to create new paths. Keep using the Pullcaster to create your path and finally blow up the wall to flood the mines. Aloy manages to get the person out of the mines, who unfortunately doesn’t make it in the end. Aloy manages to deliver his message to the group’s leader, though – just as he wished. This finishes The Deluge Side Quest in Horizon 2: Forbidden West.
