Step 4) Use NVIDIA optimization for Borderlands 4, try launching game from Nvidia App, if game is already optimized, revert optimization
Step 5) Restore Nvidia 3D settings in Nvidia control panel
Step 6) Close all third-party application including browsers like Chrome etc.
Step 7) Try Power Saver/Balanced in power options
Step 8) Install Intel Extreme Tuning Utility application and lower down performance core ratio to 54x/53x, restart PC
Step 9) Set Shader Cache size to 10/100 GB, if not working set it default
Step 10) Roll Back graphics card driver to 580.97/577
Step 11) Update BIOS
Step 12) Set "UpscalingMethod" to "TSR", try windowed mode- FullscreenMode=2
Step 13) Disable overlay on Discord, Nvidia App or any overlay apps, also close overlay apps, disable Steam overlay
Step 14) Run the game from game installation folder, try running as an administrator, try compatibility mode
Step 15) Allow the game exe file to Antivirus program Avast, norton, bit defender, McAfee, Comodo/Windows Security & firewall
Step 16) Link Steam Account to Shift Account
Step 17) Update Steam
Step 18) If you have Windows 11 N edition install Media Feature Pack
Step 19) Perform a clean installation of latest graphics card driver

Step 20) Update game, try launching the game multiple times and if you received prompt to reset default settings then click yes, restart Steam/Epic Games Launcher, Update Epic Games Launcher
Step 21) Rename the config folder (All Saved Settings will be lost), Rename the save game files, create a backup first (You will lose all the game progress)
Step 22) Run the game on dedicated graphics card
Step 23) Verify the game files
Step 24) Run Steam/Epic Game Launcher as an administrator
Step 25) Try -dx12 in launch options
