First try putting this in your launch options, pointing the .exe to wherever you have yours installed
(replace with where your DOOMx64.exe is)
F:\SteamLibrary\steamapps\common\DOOM\DOOMx64.exe +r_renderAPI -1

One of my computers which runs a GTX 770 wouldn't run even with the render API in the launch settings. Downgrading the nvidia drivers to 430.86 fixed this issue for that machine.
436.48 is the newest nvidia driver that launched and worked for me.
