The main reason of this error Steam servers are too Busy or Anti-virus Firewall and Windows Firewall are also main reason of this error. Sometimes, your antivirus and Windows firewall will not allow the game data. So, disabling your Anti-virus and Windows Firewall temporarily will fix this issue.
