Not being able to have a Map Editor on console is tough but if you want your city to have a lake on PS4 or Xbox then it is definitely possible. This tutorial on how to make a mountain in Cities: Skylines is a part of my terraforming/map editing playlist for XBOX and PS4 players. There is no other way to do this without the natural disasters DLC.
