This tutorial shows you how to unlock the Frame cap for Brink. Usually you'd be able to play online with an uncapped frame rate, but sometimes that doesn't even work.
So this method for sure shows you how to unlock the cap yourself without having to play online, or if you want to play online, that's fine too.

0:35 - 0:45 Open Steam and find Brink (Start of guide)
0:45 - 0:52 Right click, Properties, and set launch options
0:52 - 1:05 Copy +com_allowconsole 1 +set com_bootLogo 0 and paste into launch options
1:06 - 3:28 File management (Follow closely)
3:28 - 3:40 Quick re-access to text file
3:40 - 4:34 Open Brink and once in game, open Steam overlay (should kick in the 60fps)
