Quick tutorial:
1) Extract game.
2) Get in tunngle room for CS 1.6
3) Launch game. Go to LAN. Host or Join.
Troubleshooting Guide:
1) Make sure to port forward udp 11155 for Tunngle. If still cannot see games, then also port forward TCP/UDP 27015.
