These two things combine with 6" guns with potent AP that allows for some pretty hard hits against ships that can be citadeled but overall the ship seems to lack in a few critical areas. I'd say she lacks in maneuverability, she lacks in gun velocity and she lacks in HE damage and lacks in gun range. Changes to some of those areas would really make the ship less frustrating to play.
The battle video shown at the end was a rather large fluke with a lot of luck more than a testament to the ships capabilities. RNG giveth, RNG taketh! :)
