Thanks to the pejamas86 on Reddit and Dusty we have managed to get Xcloud working on PC. Xbox Game Pass Ultimate cloud as it's also called is currently in beta testing and we have managed to download the test app and have a play, good luck and let us know your experience with PC streaming. Xbox Game streaming for PC is still in early access and performance may vary, to get the most out of Xbox Cloud Gaming on PC you will also need Game Pass Ultimate to access your Xbox Cloud enabled games.

3 - Copy the opened URL and paste into the search box in step 1
4 - Download the file that ends: .appxbundle (you may need to right-click and save link as...)
5 - Install the app
6 - Enter xgpubeta as the offering Id
7 - Have fun and comment on what game you played first and how it went

Note: You need Xbox Game Pass Ultimate to play xCloud on any device including PC.
If you can't open the downloaded file, rename it and add .appxbundle to the end

How to allow Windows 10 to sideload apps on your computer
