If you have a Steam Deck, here's a great way to save $60 on a game! I strongly encourage you pirate this game or to just play the SNES version... you aren't missing much at all if you played the game before. I play through the Pipe Vault to get to the Yo'ster Isle. The game runs at a solid locked 60 in most areas after shader cache (except for cities and larger areas)! The framerate seems to be dynamic as well so running at higher than 60fps is likely possible on higher end hardware! The game runs amazingly on the Deck and I'd strongly recommend you play this way since $60 is way too much for a 27 year old game.
