This is simple to do and there is no downloading needed to do this. It is all done through a simple command prompt. This can be useful by if you are downloading a game and needs to be done you can have it auto shut down accordingly once the download is finished

Commands used
shutdown -s -c "Simple shutdown test" -t 600
shutdown -s -t 6000

Cancel Shutdown
shutdown -a
