How to upload 60FPS Videos To YouTube (Links below)
This video will show you how to detect if your videos are in 60FPS and how to upload them to YouTube.
I gush a bit about the Search Engine titled Everything.

There really is no big secret here for uploading 60FPS videos to YouTube. The problem is that most how-to videos won't tell you everything you need to know, especially if you are a Windows user.

There are really only a few things you need to know:

A) Make sure you capture in 60FPS - this means that whatever device you are using to record your videos, make sure it is doing so @ 60FPS. Check the programs options and afterwards use
MediaTab to check the video footage properties.

B) Make sure you are rendering in 60FPS - this means that whatever video editing program you are using, make sure the time-frame rate is set to 60FPS and that it is producing or finalizing your edited video @ 60FPS.
I show in this video how to do that with Power Director 12.0 but there are many other programs out there.

C) Finally, use MediaTab to check your newly edited and rendered video to make sure its properties say 60FPS. (MediaTab is awesome and works with all media files!)

If you've done all this and uploaded your video and waited 5-10 minutes (depending on your internet speed) then YouTube's video settings (gear icon) should show a 60FPS option.
