How to get the Sinking Lure:
After getting the Golden Scale, leave and return, it will spawn in one of 4 locations:
12:47 Sinking Lure location 1 (on the log in the pond)
16:26 Sinking Lure location 2 (by the rocks at the stream end)
23:26 Sinking Lure location 3 (by the North wall)
(not shown) Sinking Lure location 4 (by the rocks at the stream source)
For your fishes to count you need to talk to the Pond Owner before fishing after getting the lure
How to get the Hylian Loach:
After getting the Golden Scale, leave and return 4 times (I think), check the bottom of the pond if it's there, it will go up to breathe a few times before but it won't care for the lure yet, wait (I waited around 17 minutes) for it to go to the lily pads, that's where you can fish it:
