Basically this is just the vanilla song with that mysterious Peach voice clip (well, it's supposed to be anyways). If I had to guess, it was originally intended to have two separate Inside the Castle Wall tracks: the vanilla and this one. And depending on the location (likely in Beta Lobbies), this version would play instead of the vanilla one. But it seems that they scrapped that idea...if my theory is even close to what I think it was planned.
