Investigation in TO: audio indicates that businessman coordinated fraud

⚖ ️ Justice | The suspended governor of Tocantins, Wanderlei Barbosa (Republicans), led a multi-million dollar corruption scheme that embezzled approximately R$73 million in the year and a half from 2020 to 2021, when he was lieutenant governor. This information comes from the TV Globo program Fantástico.
The scheme, led by Wanderlei, had the help of First Lady Karynne Sotero and three operators. They used shell companies or front companies to falsify the provision of services and simulate the delivery of basic food baskets. Only a few baskets were actually delivered to the population.
It worked like this: the food was delivered in quantities much smaller than those advertised by the government, but the business owners signed multiple receipts or returned the baskets. The difference in the state-approved expenses for the services provided was then divided among the members of the criminal organization.
At the time of the crimes, Wanderlei controlled the distribution of food baskets at Setas (Secretary of Labor and Social Development). Karynne, the politician's wife, acted as a liaison for the scheme with businessman Paulo César "PC" Lustosa – her ex-husband. Lustosa's brother, Wilton Rosa Pires, and Maria "Bispa" Socorro Guimarães were the fundraisers.
Rérison Castro, the governor's son, was also implicated in the case for allegedly benefiting from the embezzled funds. According to the investigation, the bribe was used to pay for the construction of a resort in Rérison's name. The Federal Police say the real owner of the resort is Wanderlei. His son was allegedly used as a front man.
In audio intercepted by the Federal Police and released by Fantástico, the group's members detailed how the operation worked.
