Isaac works quite well when supported by characters that can give him big amounts of DA/TA because of his huge penalty to it (-43% to DA and -47% to TA).
Pholia is one of these granting a permanent 100% DA 15% TA to the character allowing him in combination with Vajra (30% DA 15% TA), Varuna (15% TA) and Murgleis (13% DA 13% TA) to have a reasonable amount of chance after all is applied (100% DA and 11% TA).
