How to do:

1. Get on a one-seated Zoomer
2. Hold R1 to charge the Peacemaker
3. Accelerate for a second and let go of 'X'
4. Wait until the flame at the exhaust is gone
5. Brake and switch hover zone (An extra L1-hop can help)
6. Let go of R1 and press Triangle to get off the Zoomer
