Jingliu is a 5-star Ice element character who follows the path of Destruction.

Skill (enhanced) - Moon On Glacial River - Deals Ice damage to a single target and adjacent targets. Consumes a stack of Syzygy instead of consuming a Skill Point.
Ultimate - Florephemeral Dreamflux - Deals Ice damage to a single target and adjacent targets. Obtains a stack of Syzygy.
Talent - Crescent Transmigration - When Syzygy stacks up to a set amount (seems to be 2 stacks based on the gameplay and the little orbs visible below her icon), she enters the Spectral Transmigration state. In the state, every attack of hers will consume her allies’ HP, but her ATK will be increased based on the amount of HP she consumed. On top of that, in the state, her Skill will become enhanced and she won’t be able to use her Basic Attack. When Syzygy stacks reach 0, she will leave the Spectral Transmigration state.
Technique - Shine of Truth - Freezes enemies on entering the battle and gains a stack of Syzygy.

Relic Set: 4pc Ice or 4pc Quantum
Quantum vs Ice
- There isn't a clear winner right now but both sets are viable
- Ice set is more universal but is inefficient to farm - very few units use ice set or wind set
- If you don't have Pela with Resolution LC or don't have Jingliu's signature LC then Ice set will outperform quantum set
- If you have Pela with Resolution LC & Jingliu's Signature LC then Quantum set will outperform Ice set
Ornament Set: Rutilant Arena (Skill is majority of her dmg)
Main Stats:
Body: CD%
Feet: SPD / ATK%
Orb: Ice dmg%
Rope: ERR (need ult often)
Stat Priority: CR (20% Min), CRIT DMG, SPD
Light Cones: Signature, Something Irreplaceable, Fall of an aeon S5
Synergies & Team Comps:
Hypercarry: Bronya Pela TY JL
Double DPS: Luocha/Lynx JL Blade Pela
Mono Ice: Gepard Pela SW JL
F2P: TY Pela JL (Sustain)
Best Sustains = Luocha, Bailu, Gepard
Best Supports = Pela, SW, Tingyun
Notes:
- Signature LC gives def ignore, this scales with def shred (Pela) and max stacks of that buff can be achieved easily with teamwide hp drain
- Ult drains HP as well when in enhanced state
- Allies should be HP built so that JL gets more ATK out of the drain
- Tingyun and Pela best 4* teammates; if have Bronya she makes JL do massive dmg (just like she does with any other dps)
- Tingyun E6 and Pela E4 give massive boosts
- Bronya + Jingliu drains a lot of hp. Might suffer if healer is not Luocha
- Not stopping at E0? Go for Signature LC before E1
