This is a minigame from the 1995 Educational game Journey To The Center Of The Earth (by Jules Verne), made by Europress. It's a game I played a lot of in my childhood and is apparently obscure enough that nobody has put any gameplay on YouTube before. It's not even mentioned on the JttCotE Wikipedia page.

Hopefully uploading this will be helpful to other people going through nostalgia cycles. Unlike me, you won't have to spend a long afternoon scouring the internet for any trace of this game and wondering if you just imagined it! I'll upload a longplay of the whole game once I have time, although some of the minigames are just as hard as I remember them being.

And yes, this minigame is ridiculously RNG-heavy. Each time you complete a challenge, you earn a 'hint'. You can use that hint to get an attempt at answering a question, and if you answer correctly, you get a choice of three runes, which are chosen completely randomly and can even be the same. There's one of these runes for each letter of the alphabet, and you need to find the specific letters for the given word. The gameplay here is of the easiest difficulty, which gives you a three letter word.
