GAME Information :
In 2018, former attorney Takayuki Yagami becomes a private detective accepting investigation inquiries with the help of his partner and ex-Tojo clan member Masaharu Kaito in Tokyo's Kamurocho district. After obtaining money from a debt ridden detective, Yagami accepts a murder case regarding Kyohei Hamura; captain of the Matsugane clan, who is suspected of murdering a Kyorei clan member by stabbing and removing his eyes.
Yagami undergoes an investigation and proves Hamura’s innocence. However, Yagami suspects that Hamura is working with the real killer who Yagami calls “The Mole”, a person behind the recent killings of Yakuza members within Kamurocho, each with their eyes missing. Yagami investigates a brothel where one of the victims was last seen, but encounters Hamura, who beats and threatens Yagami to cease investigating the Mole.
Yagami returns to his office to find his colleague and teacher Masamichi Shintani within his closet. Yagami finds a recent call on Shintani’s phone for Dr. Yoji Shono of the Advanced Drug Development Center (ADDC). It is revealed at this point that Yagami previously investigated the ADDC in 2015 for the death of patient Koichi Waku, and acquitted accused worker Shinpei Okubo of being the suspected murderer. However, Okubo was arrested for apparently murdering his girlfriend. Guilt-ridden, Yagami resigned from his law firm.
Yagami inquires Director Ryusuke Kido on Shintani’s phone call but to no avail. After further investigation Yagami meets Shigeru Kajihira at a Kyorei clan hideout. Kajihira reveals a failed plan to take over the area of land around the ADDC for a land redevelopment program, which was foiled when researchers claimed to have found a potential cure for Alzheimer's disease. Kajihira asks Yagami to investigate the death of ex-vice director of the ADDC Hashiki.
Later on, Yagami is brought in to the public prosecutor's office for interrogation, and is informed that a crooked cop, Kazuya Ayabe, has been arrested on suspicion of being the Mole, but Yagami is unconvinced. Yagami and Kaito discover Hamura hiding out in an underground illegal gambling scene and interrogate him for his connection to the Mole and other possible suspects. Yagami concludes that Dr. Shono may be the one organizing the murders before Hamura is rescued by Matsugane clan members.
Yagami theorizes that the Mole’s killings are actually human experiments performed to test the effectiveness of AD-9, and that Waku's death was one of these failed experiments. Yagami also theorizes that Okubo did not kill his girlfriend, but instead was killed by Dr. Shono in order to cover up the experiments.
Kaito gets taken hostage by Hamura, forcing Yagami to storm a Matsugane hideout. Yagami finds Hamura and Kaito; defeating and capturing Hamura with the help of Mitsugu Matsugane. Yagami and Matsugane transport Hamura to a Kyorei clan hideout and interrogate him; revealing Hamura worked as a human trafficker for the ADDC and helped frame Ayabe for Shintani’s murder.
Later, the Mole appears and shoots Hamura only for Matsugane to defend him; fatally wounding him. Hamura reveals that the Mole is Mitsuru Kuroiwa; a detective under the Metropolitan Organized Crime division. Days later, Hamura provides Yagami with definitive evidence of the ADDC partaking in the murder of Shintani.
During Ayabe’s trial, Yagami finds Kuroiwa at the ADDC taking Shono hostage who challenges Yagami to a showdown. Yagami reigns supreme with police surrounding Kuroiwa; killing him when he attempts to kill Shono. Shono injects himself with a new iteration of AD-9 and dies from its side effects, turning his eyes blue. Dr. Kido admits in Ayabe's trial of Shono’s human experiments, and that the blue eye symptom was the reason why Shono had their eyes removed. The verdict of the court determines Ayabe is innocent, and has chief prosecutor Kunihiko Morita and Japanese Minister of Health Kaoru Ichinose sentenced to prison for partaking in the incidents. Okubo is proven innocent after three years on death row and is granted freedom
