In 2015, lawyer Takayuki Yagami investigated the Advanced Drug Development Center (ADDC) for the death of patient Koichi Waku, successfully acquitting the accused worker Shinpei Okubo of murder charges. However, Okubo was arrested shortly thereafter for allegedly murdering his girlfriend. Feeling guilty, Yagami resigns from his law firm.[11]

Three years later, Yagami has become a private detective in the Kamurocho district of Tokyo and accepts a request for an investigation with his partner, a former member of the Tojo clan, Masaharu Kaito. A serial killer recently killed a yakuza member in Kamurocho and removed their eye. Yagami receives a murder case regarding the Matsugane clan captain Kyohei Hamura, who allegedly killed members of the Kyorei clan using the same method. Yagami investigates, and proves Hamura's innocence, though He suspects that Hamura is working with the killer, whom Yagami dubs Mole. Yagami investigates a brothel where one of the victims was last seen and meets Hamura, who orders him to stop investigating Mole.
