Just Cause 2 - Stupid AI (Fence Edition)

2Gameplay footage from "Just Cause 2", an Avalanche Studios & Eidos Interactive game.
The main reason I consider this Stupid AI-behavior is the fact that they lose interest and walk away after a while, even though they can still plainly see where I am as I'm perfectly visible through the fence.
Why the developers chose to make this fence act as a solid, see-through wall instead of a metal fence full of holes I do not know.
