Pick Up Play take a look at one of my favourite post-death Dreamcast games, Karous.

Made by Milestone (not the racing game people), who'd previously put out the excellent Radirgy / Radilgy; Karous follows a similar formula with an rpg-light system where weapons level up the more you use them.

It's a good game, still fun although I have none of my old skills. I suppose I could lie to myself and dig out the arcade stick to play it more. There was a 3DS semi-port that is not great, but it is cheap to pick up digitally on the eshop, and there's a physical edition released in Japan if you can track that down
