The Elgato HD60s seems to have a particular issue capturing footage from a Sega Dreamcast, but it seems if you can upscale the image before it hits the Elgato you can force it to work.

I used this SCART upscaler that includes a HDMI input, and with a bit of fiddling it works. In fact I think it works pretty well, but there's plenty of footage for you to judge yourself

Unfortunately the HDMI / SCART Upscaler is a no-name brand, so if that link doesn't work, or you're not in the UK, then it might be a little hard to find
