This is my prediction on how good each ability is going to be when the game has launched. Since I've only touched the Demo of the game, I've only had the experience of playing with 8 different powers out of the 34. However, because a lot of them have made appearances in trailers, I believe I can make solid predictions of how they will fit onto a tier list.

I will make another tier list sometime after the game releases, once I get to experience each ability. For now, enjoy the show!

Clutter Needle Missing Dialogue:
Needle times Needle equals Clutter Needle. Kirby 64 already made that clear. So it has a new dash attack, meaning more mobility. It probably has more damage as well. Can’t tell if it can roll around in a spike ball, or it’s just the dash attack. I don’t think it’d be just the dash attack, but if I’m wrong, it’s going in the D-Tier, maybe even F. But I think this is going to be an upgrade. So I put it in the B-Tier.

Here's some responses to some questions you may have:

Where did you find this tier list maker?
I made it myself actually. I used Krita and Filmora to handcraft this. The Letters and the boxes were easy to make, but placing and moving the images of kirby actually took quite some time.

Why is Volcano Fire in the D-Tier? Are you suggesting that an Evolved Copy Ability is worse than Default Kirby?
Default Kirby isn't entirely weak, as some players on YouTube fight bosses without a copy ability at all. Just because Kirby goes into battle without a copy ability doesn't mean they're making it as hard as they can on themselves. The star bullets deal heavy damage, and you can keep your distance, so Default Kirby does place a spot in the middle of the tier list. I fear that Volcano Fire will force kirby to come closer to bosses only for lower damage output. I do not know how effective Volcano Fire will be at puzzle-solving and mobility, but I believe those won't be significant either.

There's a lot in the S-Tier. Why didn't you place an S+ Tier?
As this is my first tier list, I wanted to simplify things, and I made the art before planning my script and ranking each ability. S+ would mean game-breaking, and I do not think any ability is going to be that strong yet. The role of S+ might change, but for the time being, This is my prediction.

Shouldn't evolving abilities make that ability stronger? How come some evolutions don't tier up?
These are evolutions, not upgrades. Do not get the two confused. As I explained for Toy hammer, I believe some evolutions will have a drawback somewhere. While Toy Hammer is bigger and faster, I believe it deals less damage compared to a normal hammer. I hope that example makes some sense.

What about Mouthful Modes? Why aren't they here?
I could tier list them, but they would be separate from Copy Abilities. Mouthful Mode should be exclusive to this game, this game's specialty. The best comparison would be the Robobot Armor from Kirby Planet Robobot. It's not hilariously destructive like the Super Abilities or Hypernova, and it comes in many different forms. I also believe that Kirby will have a special Final Boss Mouthful Mode as well, similar to Planet Robobot and Star Allies. Regardless, I think Mouthful Mode was implemented to provide challenge and puzzles to the player, which also enforces restrictions on the player. This was a necessary move because if you look back to Star Allies, no puzzle provided a challenge to the player because the Friend Chains were rather uncommon and the game focused more on combining abilities, and because you could store up to 3 allies at a time, you didn't really have to go outside your comfort zone. I think that is why Star Allies missed the mark back in 2018. Mouthful Mode prevents Kirby from Floating and either makes him move at a controlled pace or forces him to think.

Why did you call the Drill Evolution Heavy Drill and Twins Drill?
I am not sure what this ability is called. While people in the fandom have named it "Twins Drill", a thought also struck me that this ability could be a reference to Heavy Mole, a boss from Kirby's Adventure, and has hardly appeared in later titles - the least recurring out of all 8 bosses in the game. So then I realized Heavy Mole might be getting some love on Kirby's 30th anniversary, but this is just a theory. That's why I called it Heavy Drill.
