Yellow Symbol means you have selected that particular street crime;
White/Light Grey Symbol means you have completed that particular street crime

After being called to the scene, an officer is with a witness which informs them that two men had made a run with $2000 in a paper sack, directing them to the parking lot. You will get into a car & begin a car chase. Just chase them down & apprehend the suspects.
