The two counters here correspond to different ways to calculate the frame rate. Row counts the unique rows of pixels presented in each video frame and Frame counts the amount of unique frames presented in each video frame. Normally the difference between the two is negligible but certain types of microstutter can introduce a difference, which can be seen here.
The version tested was 1.02 and the default fov setting was used.
The Lawbreakers open beta on Playstation 4 renders at a native resolution of 1600x900.
