When you get Josef in the party you have to make a choice on what you want Scott's main focus to be. They set him up to be either an attacker or a Black Mage. Until you get to town I would keep him in the front row, but use whatever attacks you want him to be using long term. I got lucky and got a Sun Blade, so that is informing how I use Scott here.
