Sure, why not? I think you're supposed to "find" that chest during A Watery Grave, but...as I've just demonstrated there is a way you can completely skip the crate part of the quest and, more importantly, even going below deck. Of course going there BEFORE activating said quest means the place is completely unguarded and ready to be looted by the first idiot to find that balcony. At least the pirates are clever, although not clever enough...
