Let's play Oblivion 98: More security that is not secure at all
Next quest: Infiltrate the Imperial City Prison. No, you cannot just get yourself arrested, and you cannot just steal the keys to the prison off of the jailer since he doesn't have a copy, the only option is to go in the long way. Naturally that requires a few mudcrab-infested detours, and making complete fools out of the local guards as the "professionally trained" guards have no grasp of the concept of magic. Honestly, a few guards placed at chokepoints with Detect Life enchantments would be a much better if not foolproof security system, and if you throw in some better enchanted armor you'd need a master sneak with excellent skill and equipment using a bow at long range killing all the present guards before they can use a turn wheel to trap the infiltrator. Or as someone else put it: "Better to just walk in the front door dressed as a guard". Of course all the guards, save a few, are Imperials, so the whole "lizard face" and "lizard tail" would kind of ruin the disguise for me. So why can't the guards do that?
Lack of funds. Grand/Grand Soul Gems, spells with the effect they need and enchanting can easily cost 20K gold per item. There's a reason I'm only using equipment I find
