Reloading SimCity data causes your city to start without power and it really doesn't kick in until about 30 seconds after loading (even though the lightning bolt icons will go away). Thus, we start with an extremely high crime rate since not having electricity renders the police even more pathetic than they already are. Ah well...at least we get a few nice gifts in this video and some nice residential zones, too.
