It is more than possible to get through all these rooms without using any fireballs whatsoever. It takes a very precise timing for a block placement and much better reflexes or just muscle memory than I have at the moment, so I'm just going to spend one of the many, many fireballs I have built up to not deal with the headache that is Room 43's middle path. There are videos floating around of people showing just how to do it without killing anything.

I did the pacifist route in Undertale, though. No sense in giving myself a headache for it here.
