Back in the age of sail, pirate hunters would put together the biggest, most powerful ships, with the most cannons and fiercest crew, and venture out to sink ships. It wasn't about protecting the trading vessels, per say; it was about a show of force, to demonstrate that piracy wasn't worth it. These ventures were expensive, in both material and manpower, so they didn't happen often, but their unpredictability supposedly added to their deterence power.
