(Note: I never played the first Neon Abyss, so the following plot summary is lacking any possible extra context or understanding)
You're a cool dude living in a cyberpunk future. Probably running jobs and shooting stuff. You get gunned down on the highway by (I assume) some rival gang, and end up in the afterlife I think. There you are tasked with taking down various gods both old and new, for reasons that I don't think are ever explained to you. Honestly: the plot in this game is paper thin, but they make up for it by the game being wildly entertaining, flashy, and jam-packed with unlockable items, characters, run mutators, and more.
Seriously, for an Early Access title, there is so much meat on these bones that you'd be forgiven for thinking that it's a complete game.
It's fast. It's colourful. It has a banging soundtrack. It even has little helper creatures that you hatch out of eggs that may or may not be from the original game, again: I didn't play the first one.
