Diablo 4 is currently playing "wack-a-mole" when it comes to nerfing fast ex gains in the game. I honestly believe that the bulk of this problem comes from the fact that we have Level Scaling in the game. Due to level scaling all content is relevant. So even the most medial task can be good xp if you can do it fast enough.

Their team will either have to nerf the xp SO hard for normal content that its not worth doing (then will it ever be useful?), or buff the alternatives so much that eveything else is worthless. Getting rid of Level scaling would allow the content to be good and useful for a period, then you would out level it and have to use better sources to level up
