Make a new character and immediately head for the Rift .
Begin rift farming and if lucky get a party invite for maximum XP.

you hit 11 start farming the dungeon along with Rift farming .

I was able to hit 13 in under 3 hours .

It slows down after 13 or 14 level so go back and begin the main quest .. should be a breeze and you may hit 16 or 17 taking you to the wastes quests .
