We go to Zora's Waterfall to find the place where the Zora King lives. If you fork over 500 rupees he will give you the Flippers and allow you to use the Magic Waterways of the Sea Folk. Using that, we can do a few things. First, we can upgrade the Shield and the Boomerang by throwing them into the Mysterious Pond near the Zora Waterfall. A Fairy will give you a Magical Boomerang and the Red Shield for your troubles.

We also go to this Island in Lake Hylia. There is a Fairy here that will increase the capacity of your Bombs and Arrows. Since there is an increment of five each time, and the difference between the maximum levels are 40 units, you will need to do this 16 times to max out both your bombs and arrows.
