If you do have an M3 card you can get compatibility with the latest games by getting an alternative firmwares known as YSM3 or WoodYS (YSM3 with a nicer interface) which the latest version can always be downloaded here:

As far as ROMs go I can't tell you.
use google...it's pretty easy

You can use the DS Browser Rom with the GBA expansion pack(it will be recognized by the browser as a ram expansion), a lot of people are saying this doesn't work but I've tested it and found it to work fine. You do need to get the browser patch from handheldsources.net though.
