There's some workaround:
Frist rename launcher.exe file to something else, then make a copy of mafia3.exe file and rename it to launcher.exe. Next you need to run the game - it will freeze on black screen, but some profile files are being generated. Kill the game, or restart or get back to system somehow. Go to {steamlibrary root}/steamapps/compatdata/360430/pfx/drive_c/users/steamuser/Local Settings/Application Data/2K Games/Mafia III/Saves/ and change the line in videoconfig.cfg to "0 0 1280 720 0 0 0 0". Then you can run the game and play in window mode, as switching to fullscreen will cause crash and blackscreen. However you can change graphic options and resolution as well. For better preformance you may try "PROTON_NO_ESYNC=1 %command%" in launch option.
