This test is see whether power damage armor or passive talents can increase the damage of Ammo Powers.

The test is simple:
1) Engineer with Tungsten Ammo (rank 4 AP Ammo, +70% weapon damage to health and armor), Mechanic passive, and Cerberus Assault Armor.
2) Engineer with Tungsten Ammo, Demolisher passive (+15% power damage), and Blood Dragon Armor (+15% power damage).

If Ammo powers benefit from armor and passive power damage bonuses, then test 2 will deal more damage than test 1 against armor and health.

I ran each test six times: 3 times on Hardcore, and 3 times on Casual. Performing tests more than once helps to prevent errors. The result of each test was the same, so I only show one Hardcore and one Casual for each test.

Result: Ammo powers do not benefit from power damage bonuses provided by armor or passive talents.
