It's just a little side-story here, but Bioware is using a well-established technique of projecting human traits onto non-human characters to allow people to see these traits objectively without (hopefully) becoming personally emotionally invested in the story. Also, note that the racist is a Volus, a species often portrayed as weak and ineffective, thus associating racism with weakness here.
