3rd major boss battle in Megaman X Command Mission for Playstation 2.

My Strategy:
First off, Silver Horn is weak against thunder and his attacks are Water based. Equip everyone with water guards and give a thunder missile to Spider. Have Spider steal when possible because Silver Horn has Shot and Combat Absorbers. Also try to have a couple mega thunders on hand, they're useful when Silver Horn uses Liquid Coating. Basically try to do things the way I did in the video, although Silver Horn went rather easy on me. Before I recorded this, I practiced fighting him multiple times and he can really screw you up.

The best I've done against him was 26 turns, finishing him off with Final Strike, which netted me a 100% EXP Bonus and a total of 8000 Exp. Remember once you learn Final Strike, it's a extremely helpful if you finish off any boss you can with it to gain the maximum experience bonus. I could of done it perfectly in this video If I would of let up on X's final blow of Collider about 10-15 points during the Action Trigger. If you screw up you can always do what I do, reload your game data to the save spot right before the boss and try to get the best outcome.
