Get ready for a tough one! There are TWO unlucky dogs to save and both targets are located all the way at the back of OKB Zero. If you plan on being stealthy, bring along DD but if you're going to try and get thru all three gates of OKB Zero with Quiet, then prepare to go in loud.
The first target is located in the warehouse building at gate #2. He is heavily guarded by about three guards in addition to all the soldiers patrolling outside the gate.

If Quiet is with you, let her rain down hellfire from above while you provide backup fire. Even if Quiet is using tranq darts, she will get discovered and the enemy will begin firing their turrets and mortars so back her up!
If going in stealthy, then infiltrate from the right side near the red containers and enter the building from the back door. Quietly eliminate the target's guards and then haul him outside and extract him.

The second target is all the way at the back of gate #3 inside the living quarters on the right side.
If going in stealthy, use the upper stairways on the left side of gate #2 and then tranq those in the way. If Quiet is with you, you should already be engaged in a massive firefight.
