Pretty straightforward tasks. Diamond is near your starting location. Driver can be picked up almost any ware and it's guaranteed to be in Da Wialo village and you can ask anyone in Wakh Sind Barracks about it's commander whereabouts. To avoid Skulls select another landing zone (can be done only if you already finished this mission) or wait untill two of them get on the bridge then move under it and sneak past them.
