Best Tier-8 Sniper Rifle that shoots the farthest is the M2000-NL in the game Metal Gear Solid V: The Phantom Pain. The only downside to this rifle (compared to the Tier 7: AM MRS-73-NL) is that you can't shoot again immediately, and you can't add a secondary under barrel weapon to it (like the awesome Fakel UDBL-GL (SLE)). But other than that, the M2000-NL sniper rifle can tranquilize a target from so far that without zoom binoculars, you can't even seen the target! Note that this is a non-lethal sniper rifle, so you need the Anesthesia Specialist. Near the end of the video you can see the actual tranquilization of an extremely long distance target. The trick is to aim higher than the target's head and let the bullet slowly come down over long distances. Video also shows you how to customize your sniper rifle (different patterns, adding suppressors, etc). Note that you need to unlock weapon customization first by extracting the Legendary Gunsmith (all three of them from the side ops).
